15 FEB Video Update, ALPA over the PI, Western Pacific Weather Update

A active low pressure are over the PI is bringing more rainfall to the already saturated areas of the south eastern Philippines. The low pressure area has the potential of developing in to a tropical depression over the next several days as conditions remain marginal for tropical development. At this time though any development past that remains low. With this low pressure area flooding will be the main concern as rains continue to fall in the area.

Elsewhere a stationary boundary is producing rains to the North across Japan through china with cold air lingering north of the boundary bringing snow to Hokkaido.
