NORTH
Residents of central Japan’s Pacific coast will deal with the effects of Tropical Storm 09W CHANTHU as it slides by about 150km offshore. Gusty winds have already been reported across portions of the outer islands, and clouds, wind, and rain will increase during the day in Tokyo and areas to the north. Dangerous heat continues over interior portions of central China, as heat indices approach catastrophic levels near 48C (118F) this afternoon. In the north, cooler air has settled in, bringing a light feel of autumn to the area.

CENTRAL
Plentiful moisture and tropical energy lingering in the northern South China Sea will help generate afternoon showers and thunderstorms across the central region, especially over coastal areas of southeastern China. The tropical energy extends to the west over southern china as well, so heavy showers and thunderstorms are possible, with flooding rain and potential landslides in the higher elevations.

SOUTH
A strong monsoonal flow continues to bring in moisture and heavy rainfall to the western coastal provinces of northern Luzon in the Philippines today. Weak, slowly-developing low pressure systems on either side of the island should help increase the flow of moisture through the day and into tomorrow. The situation remains, um, fluid, at the moment due to the uncertainty of the very volatile atmospheric conditions over the region, however, a significant rainfall event for the entirety of the western coast of Luzon is anticipated before things clear up in a week or so. Elsewhere across the south region, deep, tropical moisture and abundant, warm sunshine will help stir up some afternoon showers and thunderstorms for most locations.

TROPICS
Tropical Storm 09W CHANTHU will make a sideswipe pass at the central coast of Japan today and tomorrow, bringing storm conditions to Tokyo and points north over the next 48 hours. CHANTHU should begin extra-tropical transition in a short time, and move up into the polar maritimes in the coming days. For more on the local effects expected in Japan, please check out the full report by Meteorologist Robert Speta.
Three other areas of interest greet us this morning in the form of 95W, 96W, and 97W INVEST areas. 95W is hanging around off the coast of southeastern China, with little development expected. 96W is far southeast of CHANTHU, and is more of a surface reflection of a HUGE T.U.T.T. (Tropical Upper-Tropospheric Trough) just to the west. Most systems this year have spawned from upper-level low pressure areas, and this system could be no exception. The last area, 97W, is a very weak wisp of clouds just moving into the region from the east. Development off this area is not expected within the next 24 hours.
Elsewhere across the tropics, lots of tropical moisture and weak ripples of energy will combine with the warm afternoon sunshine to help generate showers and thunderstorms across most locales.
